The Construction Industry Development Board (cidb) invites stakeholders to review and comment on the Draft Second Edition of the Standard for Uniformity in Construction Procurement. Published as Board Notice 963 of 2026, the draft proposes an expanded framework for construction procurement and delivery management across the full project lifecycle.
Version 2 expands the scope of the existing Standard and aligns construction procurement processes with the Public Procurement Act, 2024. It introduces uniform requirements covering project planning and delivery, procurement governance, budgeting, acquisition and contract management, risk, performance monitoring and ethical conduct.
Once finalised, the Standard will replace the first edition published in 2004 and the 2019 Standard for Uniformity in Engineering and Construction Works Contracts. It is intended for implementation by all organs of state and may also serve as construction procurement best practice within the private sector.
The draft is currently open for public comment.The cidb encourages contractors, procuring entities, built environment professionals, industry bodies and all interested stakeholders to participate in shaping the future of construction procurement in South Africa.
The Draft SFU is published in Government Gazette No. 55046, dated 24 July 2026. The relevant notice appears on pages 978–1024.
