Bongani Dladla
cidb Chief Executive Officer (CEO)
Bongani Dladla is the CEO of the cidb, where he leads efforts to regulate and transform South Africa’s construction sector. A civil engineer by training and a seasoned public sector leader, he brings extensive experience in infrastructure development, procurement reform, and digital innovation. With qualifications from the University of KwaZulu-Natal and the University of Cambridge, Mr Dladla is a Professional Engineer and a strong advocate for ethical, sustainable, and inclusive industry growth.
Khulile Vuyisile Nzo

Khulile Nzo is a founding member and Senior Professional Quantity Surveyor at Lakhanya Quantity Surveyors cc, established in 2003. With over two decades of experience in the built environment, Mr Nzo has led the planning and delivery of diverse infrastructure projects, bringing expertise in cost management, project implementation, and strategic advisory. He holds a Master’s in Development Finance from the University of Cape Town and post-graduate qualifications in Project Management. A passionate advocate for inclusive development, he is committed to leveraging infrastructure to drive socio-economic growth and support emerging enterprises in the sector.
Elsie Snyman
Chief Executive Officer, Industry Insight
Elsie Snyman is the CEO of Industry Insight, South Africa’s leading construction market intelligence firm. With over 30 years’ experience in economic and sector analysis, she is widely regarded as a thought leader in construction trends and infrastructure investment. Her career includes senior roles at PPC Cement, Master Builders Association, and SAFCEC, where she pioneered national forecasting models and intelligence platforms. At Industry Insight, she has developed critical tools for spatial analysis, supplier benchmarking, and infrastructure planning, helping inform decision-making across the sector. Recognised by CEO Magazine as one of the Most Influential Women in Business and Government, Elsie is a trusted advisor to contractors, financial institutions, and policymakers alike.
Richard Raphiri
cidb Director: Procurement and Development
Mr Richard Raphiri is a seasoned civil engineering and infrastructure development professional with over 25 years of experience in both the private and public sectors. He holds a Civil Engineering qualification from Technikon Northern Transvaal, a Postgraduate Diploma in Project Management, and a Master’s in Public Administration from MANCOSA. Since joining the cidb in 2007, Mr Raphiri has led critical work in public sector capacitation, construction procurement reform, and contractor development. His role has spanned stakeholder engagement, infrastructure policy implementation, and national training initiatives. He also served as Acting Chief Operations Officer of the cidb from 2021 to 2023. At the engagement, Mr Raphiri will deliver the closing remarks and vote of thanks.

cidb Monitoring and Evaluation Officer
Pumelele Qongqo is a seasoned construction industry analyst with nearly 20 years’ experience across policy, research, and regional development. As a Monitoring and Evaluation Officer within the cidb’s Construction Industry Performance (CIP) Programme, he oversees the production of the Construction Monitor, a key quarterly publication focused on Transformation, Supply and Demand, Contractor Development, and Employment. Pumelele has supported intra-African trade missions in the contracting sector across SADC, East, and West Africa, and has co-authored papers for both regional and global platforms. He also played a pivotal role in cidb becoming the first State-Owned Entity certified under SANS 1734: Anti-Bribery Management System.
Lebogang Kutumela
Strategy, Planning and Monitoring Manager
Lebogang Kutumela is an experienced strategic management professional with a strong background in public policy development, strategic planning, governance, and Monitoring & Evaluation (M&E). She holds a BCom in Project Management and a degree in Economics. With over 17 years of service in the public sector across both national and provincial government, Lebogang has held various middle and senior management positions. She specialises in aligning organisational strategies with government policies and legislative frameworks, and has led the development of Strategic Plans, Annual Performance Plans (APPs), Operational Plans, and performance reports. Her expertise spans situational analysis, performance review coordination, and compliance with planning frameworks such as the DPME Revised Framework. Lebogang’s integrated approach to policy, planning, and M&E supports improved organisational performance and accountability. Currently serving as Manager: Strategic Planning, Monitoring and Evaluation at cidb, she remains passionate about driving public service excellence through evidence-based decision-making and a commitment to impact and continuous learning.
