The cidb Board
The DPWI Minister is calling for nominations for the cidb Board for the 2025-2028 term. The Board supports the cidb’s mandate and South Africa’s construction industry, acting as the Accounting Authority under the Public Finance Management Act and offering guidance on strategies and priorities.
Members are nominated by the public and appointed by the Minister every three years based on their experience and expertise. They can serve a maximum of two consecutive terms.
The deadline for nominations is Friday, 03 January 2025. Nominations can be submitted via hand delivery, posted to the DPWI, or emailed to: cidbboardnominations@dpw.gov.za
Khulile Vuyisile Nzo
Board Chairperson
Khulile Nzo is founding member of, and a senior professional quantity surveyor, at Lakhanya Quantity Surveyors cc. He has a master’s in development finance, a postgraduate qualification in project management and is a registered quantity surveyor with more than 20 years’ experience in the built environment and infrastructure sectors. A strong advocate for development of small, micro and medium enterprises and an accreditation mentor, his main passion is extracting value from construction and infrastructure projects for development and socio-economic impact.
Professor Susan Bouillon
Board Deputy Chairperson
A law specialist with several qualifications, Prof Susan Bouillon is extraordinary associate professor in the law faculty of North-West University. She is a ministerial appointee to the South African Heritage Resources Agency and a director of Irene Landowners Association. She is also executive head and co- owner of Delacon Group. She is well versed in municipal legislation, town planning and land use management. Her journal articles span topics such as investor-friendly legislation, African indigenous knowledge systems and strategies for a sustainable built environment.
Khuliso Kennedy Maimela
Board Member
Managing Director of Vari Consulting and Chairman and CEO of Vari Holdings, Kennedy Maimela is a returning member of the cidb Board. He is also managing member of Makulane Development and Projects and director of Maimela Primary Agriculture Cooperative. His keen interest in public administration led to a BSc and honours in the field and a masters from the University of Pittsburgh. He is a past president of the South African Association of Public Administration and Management and has served in several capacities at various tertiary institutions.
Danny Masimene
Board Member
With a 20-year stretch in construction, Danny Masimene has sat on many cidb governance structures and is currently president of the Black Business Council in the Built Environment, an organisation committed to influencing the drafting and implementation of legislation to promote black representation in the sector. He is well placed to foster meaningful partnerships for development, through associations with the National African Federation for the Building Industry, Black Construction Council Limpopo, Construction Transformation Charter Group and National African Federated Chamber of Commerce and Industry
Tumelo Gopane
Board Member
Former Engineering Executive at cx Engineers and Managing Director of Ekurhuleni Water Care Company, Tumelo Gopane has a strong and proud history in engineering, having earned several qualifications in his chosen field in South Africa and the United Kingdom (UK). He is affiliated to the Engineering Council of South Africa, South African Institute of Electrical Engineers, and both the Chattered Institute for Purchasing and Supply and the Institution of Engineering and Technology in the UK. He has worked in local government extensively, in management and engineering.
Attwell Sibusiso Makhanya
Board Member
A member of the Water Institute of South Africa, Institute for Directors Southern Africa and Institute of Municipal Engineers of South Africa, Attwell Makhanya prides himself on 27 years of engineering expertise, including 16 years in senior management, strategic leadership and governance. His qualifications in civil engineering, commerce and marketing, and an MBA have benefitted him in various municipal roles over the years at, among others, eThekwini Municipality and King Cetshwayo District Municipality. He is former CEO of Mhlathuze Water.
Celeste Margo le Roux
Board Member
Multiple business-award winner Celeste le Roux is Chief Executive Officer of React24. Her experience in construction spans two decades, with qualifications in project management, property management and management practice. Her awards include Standard Bank top woman entrepreneur, Property Point best performing national and local business honours, back-to-back mentorship acknowledgements from the cidb Empowerment and Recognition of Women in Construction (ERWIC) awards and the ERWIC title ‘exceptional woman of the year’ for 2021.
Boitumelo Mokgatle
Board Member
Boitumelo Mokgatle followed her BCom in accounting with an MBA, for which her dissertation on enterprise risk management took her to leading United States universities such as Columbia and Harvard. She has also worked in Uganda and Botswana. Among her many technical competencies are strategy development, project and change management, corporate compliance and governance, and workshop facilitation. Formerly, she was chief risk officer of Ithala Development Fund Group.
She has served on 10 boards and committees over the years.
Karabo Siyila
Board Member
Chartered accountant, Karabo Siyila, has been head of the auditing department at Unisa since January 2021 and a senior lecturer there for seven years. Among the many strengths she brings to the cidb Board are problem-solving, decision-making, results orientation, communication, and critical and analytical thinking. She is affiliated to the South African Institute of Chartered Accountants and, also serves on the ethics committee of Unisa and the finance and audit committees of Sedibeng Water Board, where she is an interim board member.
Yvonne Mbane
Board Member
Yvonne Mbane has an MBA, a master’s diploma in human resources, and B Ed and BA degrees. Her experience and interest in human resources spurred her to set up Gubevu Consultancy, for which she has established a database of professionals with expertise who are contracted as projects require. She is former interim CEO of the Independent Development Trust, CEO of the Health and Welfare Sector Education and Training Authority and has held executive posts at the departments of human settlements and of social development. She serves on various boards.
Moloko Rabosiwana
Board Member
With more than a decade of financial industry experience to her credit, Lead Specialist: Corporate Functions Compliance for Liberty Holdings Moloko Rabosiwana manages regulatory compliance across the group, including interpretation of regulations, business rules and compliance policies. Her portfolio of qualifications includes a BSc degree in applied information systems, financial management diploma and courses on money laundering and financial markets. Previous positions include compliance manager at Stanlib and specialist analyst at the Financial Services Board.
Thuthuka Songelwa
Board Member
Co-founder and managing member of BNTS Consulting Services, quantity surveyor Thuthuka Songelwa is a returning cidb Board member. With over 15 years’ involvement in both minor and mega construction projects, she has attained significant knowledge of contracts, project management, procurement, risk management, value engineering, government policies, regulations and legislation. Tenures on various boards have enriched her corporate governance acumen, particularly in the principles of King IV.
Bongekile Zulu
Board Member
Practicing attorney and director of Zulu Law Inc since 2011, Bongekile Zulu serves on many municipal committees, the Companies Tribunal, the South African Revenue Service Tax Appeals board and the Road Traffic Infringement Agency. She has B Proc and MBA degrees and has undertaken courses on directorship, public-private partnerships, mediation and environmental law. She is an internationally accredited mediator and consulted in the past on the Public Finance Management Act and other key legislation.
