Commissions

Driving Excellence Across the Construction Industry

Where this year’s resolutions take shape

On Day 1, delegates at the 2026 National Construction Summit break into five parallel commissions.

Each commission tackles one priority holding back infrastructure delivery and develops practical, measurable proposals. On Day 2, commission chairpersons and rapporteurs report back, and the proposed resolutions are presented for signing. Adopted resolutions are then tracked on the Resolution Tracking Dashboard, launched after the Summit, showing agreed actions, lead institutions and progress against targets.

The five commissions

Objective

Agree on and adopt common performance standards and measurement tools for infrastructure clients, professional service providers and contractors on construction projects.

Potential resolutions for NCS 2026

  • Adopt the Performance Improvement Framework: shared performance indicators, reporting standards and benchmarks.

  • Blacklist poor performers across the infrastructure delivery process.

Objective

Get projects ready and keep them moving: stronger planning, readiness and gateway controls under the Infrastructure Delivery Management System (IDMS), less red tape, ring-fenced budgets, payment on time and faster awards through digital procurement.

Potential resolutions for NCS 2026

  • Strengthen infrastructure client capability: targeted support for project preparation, planning, procurement, and portfolio and contract management.

  • Adopt the BIM Framework: BIM implementation plans for major infrastructure clients, with digital project management built into public infrastructure delivery.

  • Adopt a new model for public sector infrastructure budgeting.

Objective

Link more emerging sector development projects to infrastructure delivery and grow enterprise development, skills development and inclusive participation.

Potential resolutions for NCS 2026

Objective

Build better and greener: quality and alternative building materials, climate-resilient infrastructure, and government buildings retrofitted with energy-efficient, solar and water-saving systems.

Potential resolutions for NCS 2026

  • Strengthen Agrément South Africa’s mandate on alternative building materials and systems.

  • Build green skills for the future workforce: from sustainable construction and BIM to renewable energy, green building and infrastructure resilience.

Objective

Make construction sites safer by tackling extortion and site disruption through forums that bring together the public and private sectors, the criminal justice sector and communities.

Potential resolutions for NCS 2026

  • Effective policing of construction sites.

  • Increase the rate of prosecutions for extortion and site disruption.

  • Better data and reporting on cases of extortion.

  • Implement social facilitation on infrastructure projects: industry adoption of the implementation guide and toolkits.

  • Register social facilitators: a new professional category under the SACPCMP.

Commission presentations will be available on the Resources page after the Summit.
