About the BUILD Programme

Overview

It leverages significant government investment in construction to unite players in infrastructure delivery behind industry development. The construction industry is the backbone of the economy, providing essential infrastructure that fuels everything from healthcare and education to transport and communication. With construction additionally contributing about 5% of South Africa’s GDP and creating millions of jobs, its impact is undeniable. That’s why the cidb, under Act 38 of 2000, is tasked with steering industry development through the B.U.I.L.D Programme and Fund, empowering stakeholders to actively shape the future of the built environment.

Role of the B.U.I.L.D Programme and Fund in construction development

The B.U.I.L.D Programme sets high standards that guide construction projects worth over R20 million and professional service contracts above R5 million on construction industry development.

Contractors and professional service providers awarded these contracts ensure that every project supports the broader goals of economic growth, enterprise development, skills development, and industry innovation promoted by the B.U.I.L.D standards.

The B.U.I.L.D Fund pools financial contributions from construction clients, fuelling initiatives that uplift emerging contractors, provide opportunities for learners and graduates, and support industry research.

How do clients contribute to the B.U.I.L.D Fund and the B.U.I.L.D Programme?

Clients pay 0.2% of the contract sum of the project over R20 million to the cidb, as contribution to the B.U.I.L.D Fund. Contribution per project is capped at R2m. Clients also ensure that the B.U.I.L.D standards are applied on projects by making them a condition of tender and of the contract for contractors and professional service providers.  Once awarded the clients must register the project contract on the cidb Register of Projects.
