The cidb Board

The cidb Board for the 2025 – 2028 term comprises nine members appointed by the Minister of Public Works and Infrastructure. Serving as the Accounting Authority under the Public Finance Management Act, the Board provides essential oversight and strategic guidance to support the cidb’s mandate and the broader South African construction industry. 

Selected for their diverse expertise and leadership, these members play a pivotal role in driving industry transformation and ensuring the effective delivery of the organisation’s priorities over their three-year tenure.

Khulile Nzo

Board Chairperson

Khulile Nzo is a highly experienced Principal Quantity Surveyor and Certified Director with more than 25 years of leadership in the construction industry. He holds a Masters in Development Finance from UCT and a BSc (Hons) in Quantity Surveying. Mr Nzo has overseen major infrastructure projects, including the Nelson Mandela Bay 2010 World Cup Stadium. He is the Managing Member of Lakhanya Quantity Surveyors.

Prof Susan Bouillon

Deputy Board Chairperson

Prof Susan Bouillon is a legal and planning expert serving as a Deputy Chairperson of the cidb. She holds a Doctor of Law (LL.D) in Planning Law and is an Extraordinary Associate Professor at NWU. As the Founder of Delacon Group, she brings amongst others extensive experience in strategic planning and municipal administration. Prof Bouillon also serves on the Municipal Demarcation Board, SAHRA and chairs the PHRA-G.

Yvonne Mbane

Board Member

Yvonne Mbane is a seasoned Organisational Development Specialist with over 30 years of public sector experience, including 16 years at executive levels. She holds an MBA specialising in the corporate governance of SOEs and is a Certified Director with the IoDSA. Having served as CEO of the HWSETA and Interim CEO of the IDT, she brings vast expertise in strategy and human capital. Ms Mbane currently chairs the cidb Human Resource Committee.

Dr Mosidi Makgae

Board Member

Dr Mosidi Makgae holds a PhD in Environmental Chemistry from Stellenbosch University. She has served on the Boards of multiple strategic institutions, including the Water Research Commission, and the Strategic Fuel Fund. She brings a systems-thinking approach to risk management and organisational performance. Currently, she is the Managing Director of Geo-Environmental and Technical Services.

Thembisa Jimana

Board Member

Thembisa Jimana is a prominent business leader and activist with over 20 years of experience in internal audit, risk, and governance. She holds an MPhil in Development Finance from Stellenbosch Business School. She serves on the BRICS Women’s Business Alliance and is the Treasurer General of the Progressive Professionals Forum. Ms Jimana is an advocate for women’s economic empowerment, providing business mentoring and promoting financial inclusion through her foundation and various leadership roles.

Dr Deenadayalen Konar

Board Member

Dr Len Konar is a highly accomplished Executive and Chartered Accountant with over 30 years of global experience across the corporate, academic, and public sectors. He is Chairperson of the FRSC in South Africa and a member of the IFRS Advisory Council. Dr Konar has contributed to the King II, III and IV reports and has chaired several audit and risk committees for SOEs. He has also served as Professor of Accountancy and independent non-executive director for major listed companies.

Dr Julia Petla

Board Member

Dr Nkgomeleng Julia Petla is a strategic leader with 14 years of experience in the construction industry. As the founder and Managing Director of Amedzo Trading & Projects, she has a proven track record in project management, business development, and operational excellence. She holds a PhD in Business Administration and Leadership and a Master of Business Leadership (MBL). Dr Petla serves on several industry bodies, including the Master Builders Association North Council and the SACPCMP Accreditation Panel.

Johannes van der Walt

Board Member

Johannes Gideon van der Walt is a highly experienced architect and former Chief Director at the Department of Public Works and Infrastructure. He holds a Bachelor of Architecture and an MBA (cum laude). With a career spanning over four decades, he has extensive expertise in infrastructure delivery, strategic planning, and supply chain management. Mr van der Walt currently serves as a Board member for the Property Practitioners Regulatory Authority, where he chairs the Education and Professionalisation Committee.

Dr Karabo Siyila ​

Board Member

Dr Karabo Siyila is a Chartered Accountant (South Africa) and academic leader who integrates financial expertise with corporate governance. A Senior Lecturer at UNISA, she holds a PhD focusing on transformation in JSE-listed companies. Her professional experience includes serving as the International Financial Reporting Standards Technical and Accounting Policy Manager at Standard Bank. Dr Siyila is a Certified Director with the IoDSAand has held non-executive directorships at various SOEs.
