cidb Publishes list of blacklisted contractors
Clients can now access on this website, the list of contractors who are suspended from the Register of Contractors for various offenses related to fraud. Acting on tip-offs via the anonymous hotline 0800 112 432 the cidb has intensified investigations into allegations of fraud and corruption. Investigations are followed by hearings and offenders are handed down a fine, suspension or both. Two of the cidb employees have already received dismissal and imprisonment following successful investigations into bribery and corruption allegations. The cidb has initiated an awareness campaign for contractors on fraud and corruption. Clients are also advised to remain vigilant against the use of suspended contractors.  Click here to view the list of suspended contractors.

New regulation amendments to improve registration criteria
The Minister of Public Works has under section 33 of the Construction Industry Development Board Act (Act 38 of 2000) published amendments to the Construction Industry Development Regulations, 2004 by Government Notice No. R 1224 in Gazette No. 31603 of 14 November 2008. The regulations become effective on 1 January 2009 and are set to enable improvements to the Construction Registers Service and create better alignment with construction industry and economic developments.

Key aspects of the amendment regulations include tender value range increases, improved registration classes of works, aligning and improving financial requirements, and discontinuation of printed cidb registration certificates, etc. Industry stakeholders are advised to accustom themselves with the new regulations to prepare for a smooth and hassle free transition in January 2009.

Calling for Nominations for members to serve on the cidb Stakeholder Forum
The Construction Industry Stakeholder Forum is constituted in terms of the cidb Act (Act 38 of 2000) to inform the Board on issues that affect the industry. The Forum provides an opportunity to promote understanding and support for construction industry development and improved delivery of infrastructure to the South African public. The current stakeholder forum member’s term will shortly reach its end. All industry stakeholders are hereby invited to participate in formation of cidb Stakeholder Forum 2009/2010 by nominating suitable industry stakeholders to represent and lead the industry towards a successful second five year term.

cidb National Stakeholder Forum 2008
The Construction Industry Stakeholder Forum is constituted in terms of the cidb Act (Act 38 of 2000) to inform the Board on issues that affect the industry. The Forum provides an opportunity to promote understanding and support for construction industry development and improved delivery of infrastructure to the South African public. Stakeholder Forum 2008 which convened on 12 September 2008 continued to promote dialogue on industry progress with a special focus on improved quality and service, highlighting necessary partnerships for value-added industry improvement and development. The Stakeholder Forum 2008’s agenda also addressed strategic initiatives of the cidb.

Competitive Selection of Professional Service Providers: cidb response to issues raised during consultation.
The Board of the cidb called for regional consultation with the industry on the executive’s proposals for competitive selection of professional service providers. The cidb invited all interested and affected parties to read and comment on the proposals. A series of cidb workshops were conducted in ten major centres where cidb presented the framework and engaged in discussion. Written comment was also invited. The value of the proposed Register of Professional Service Providers was accepted, particularly as a means of alleviating administrative burden. The cidb will consider the input further and refine the proposals to adequately respond to suggestions and concerns. The cidb welcomes further consultation and input from its stakeholders and will also arrange for further formal opportunities for this to take place.

cidb Annual Construction Industry Indicators

The cidb Construction Industry Indicators are an annual measure of construction industry performance which focus’ on client’s agents/consultants. The survey measures performance on projects completed by cidb registered contractors in the preceding calendar year.
This year’s survey, measuring projects completed during 2007 will be conducted between August and September 2008. The results will be published in November 2008.

cidb Signs MoU with FNB

The Construction Industry Development Board (cidb) has partnered with First National Bank (FNB) to provide integrated support to emerging contractors registered with the cidb, creating access to finance and business development.

Minister publishes regulations for public comment

The Minister of Public Works has under section 33 of the Construction Industry Development Board Act, 2000, (Act No. 38 of 2000) published regulations for public comment. The amendments provide for improved and simplified registration requirements, adapting grading criteria and tender value ranges to provide for inflation and alignment of legal procedures. 5th Post Graduate Conference

The fifth national conference brought together postgraduate researchers, academics and industry representatives from Southern Africa to deliberate on issues of common interest with the aim of improving the status of the construction industry. The conference hosted in Bloemfontein provided a platform to highlight construction as a cornerstone for economic growth and development.

Inbrief Information

Inbrief Publications are short documents providing answers to common issues relevant to cidb stakeholders. The first batch focus on Regulations amended in December 2007 and also provide brief explanations of cidb registration and new developments significant to contractors and construction clients.

New Application Form for Grade 1 registration

The cidb now provides over the counter registration for Grade 1 contractors with effect from January 2008. It takes 48 hours from registration for Grade 1 contractors to be active on the cidb website. Contractors can register at any Construction Contract Centre.

Contractor Tips & Advice: Basic Financing for Contractors Workshop in partnership with Standard Bank.

Basic Financing Workshop aiming to guide, develop and empower contractors towards successful management of business finances is to be hosted in four Provinces by cidb through the CCCs in partnership with Standard Bank.

5th Post Graduate Conference

The cidb, Department of Quantity Surveying and Construction Management of the University of the Free State is to host the 5th Post Graduate conference which seeks to explore current advances in construction research relevant to the present and future state of development of the construction industry, nationally and globally.

5 Year Review

An independent panel that was appointed by the Minister of Public Works to conduct a 5 year review of the cidb has presented their findings and recommendations to the Deputy Minister of Public Works. The cidb 5 year review was conducted in terms of the cidb Act 38 of 2000.

Notice of change of cidb banking details

The cidb has changed its banking details to a current account. In future all contractors must pay registration fees into Standard Bank Current Account number 03 224 3464, Branch Code 01-23-45-15 (Menlyn). Payments must be made out to the Construction Industry Development Board No. 2.

Minister amends regulations to simplify grade 1 registration

The Minister has published amendments to cidb regulations to make contractor registration at Grade 1 simpler. The regulations do away with annual renewal of registration and the issuing of printed certificates at Grade 1 from January 2008.

cidb launches campaign to alleviate registration delays

Delays in registration of contractors caused by non-compliant applications have prompted the Construction Industry Development Board (cidb) to launch an intensive national education campaign to help contractors register successfully. The campaign was launched by cidb Chief Executive Officer, Ronnie Khoza, at Afribuild in Sandton

cidb contractor registration certificates will soon be a thing of the past

The cidb wishes to bring to the attention of public sector clients that regulations do not require contractors to submit Registration certificates when tendering. The database of registered contractors is available on-line on the cidb website for clients to verify contractors; registration. The cidb will be introducing a number of improvements to the Construction Registers Service, and in the near future will stop the distribution of printed certificates.

3rd call for Student Conference research papers

Authors are invited to submit abstracts for the 4th Construction Industry Student Conference that is set to take place in Bloemfontein on 16 to 18 March 2008. Papers will be accepted within the broad areas of Construction Industry and Construction Business Development. The Conference is organised by the Department of Quantity Surveying and Construction Management of the University of the Free State and the cidb.

Construction Industry Youth Exposition: High School Learners are called to join the Construction Industry.

Pretoria: The Construction Industry Development Board (cidb) hosted 140 learners and educators at a construction industry breakfast exposition held at the Reserve Bank as their leg of the National Construction Week an industry wide initiative launched in 2006 by the Department of Public Works to heighten awareness and understanding of the industry, especially to the South African black youth.

Minister Didiza calls for nomination of cidb Board members

The Minister of Public Works, Ms Thoko Didiza (MP) has called for nominations (by the public) for persons to be appointed as members of the Construction Industry Development Board, in terms of the cidb Act (Act No. 38 of 2000) to serve on the Board for the next three years. Nominations must be in writing.

Construction Contact Centres opened

The cidb, in partnership with provincial and national departments of Public Works has opened Construction Contact Centres (CCCs) in KwaZulu Natal, Western Cape, Northern Cape and Gauteng. The centres were officially opened by the Minister of Public Works, Ms Thoko Didiza, the Deputy Minister of Public Works, Mr Ntopile Kganyango and the Western Cape Transport and Public Works MEC Mr Marius Fransman during July and August 2007. The CCCs provide a variety of services including contractor registration and help desk support.

National Infrastructure Maintenance Strategy

The Department of Public Works has been tasked with leading the implementation of governments National Infrastructure Maintenance Strategy (NIMS). The Department and the cidb have the responsibility of overall management of the strategy implementation programme. The strategy was approved by cabinet towards the end of last year.
