Call for Proposals; cidb Centres of Excellence
The cidb is calling for proposals from academic- and research institutions to host cidb Centres of Excellence. The Centres of Excellence will be expected to undertake research of public policy importance in construction and to contribute to the development of high level human resources in construction research. Interested parties are invited to submit a proposal as outlined in the attached call for proposals. The closing date for the proposals is 15 December 2010 and cidb will announce the successful partners in February 2011.

The contractor web registration service has been terminated until further notice. Nominations for new members to serve on the Board of the cidb
The Minister of Public Works, Mr. Geoff Doidge (MP) has called for nominations (by the public) for persons to be appointed as members of the Construction Industry Development Board to serve for the next three years in terms of the cidb Act (Act No. 38 of 2000). Inaugural cidb Doctoral Research Workshop at CPUT
The cidb in partnership with the Department of the Built Environment of Cape Peninsula University of Technology and the University of Cape Town's Department of Construction Economics hosted a one day doctoral research workshop on the 7th October, 2010. The aim of the workshop was to provide an opportunity to students registered for research degrees at Masters and Doctoral level to present their work-in-progress to peers and academics from different universities. It provided a platform for doctoral candidates in the built environment to present their work and get feedback and guidance from their peers and a panel of professors from other universities in order to complement the input of their domestic supervisors, and improve the quality of their academic discourse. There were five presentations from three universities including studies in construction health and safety, modelling construction price adjustment and a predictive model for real estate property investment behaviour. In his presentation on the relevance of academic research to construction management, a visiting professor at CPUT, Professor Andreas Hartman of the University Twente highlighted the use of action research in solving real life problems by using an example from The Netherlands. This workshop forms part of the cidb's ongoing commitment to support research development in the built environment and follow up sessions to build capacity in research supervision, methodological approaches and theoretical frameworks will be included in the cidb Postgraduate Research Conference. Media Release; cidb and NEDBANK Collaborate for Contractor Growth and Development
cidb and Nedbank signed a Memorandum of Understanding (MoU) on 1 October 2010. The MoU sets the stage for formal cooperation between the two parties on small enterprise development support. In terms of the MoU the two parties agree to work together to develop innovative financial products and facilitate business management and financial skills development to cidb registered contractors. Ronnie Khoza, CEO of the cidb, presented at the Master Builders South Africa's "Beyond 2010" Annual Congress hosted in Namibia in September 2010. Position Paper on the Evaluation of Best Value in Construction Industry Related Tenders
The cidb has developed a position paper that details a legal and technical analysis for the promotion of best value for money in construction procurement, based on the prescriptions of the cidb Regulations and Standard for Uniformity. This paper was developed in response to a pending change in the PPPFA legislation due to a high court ruling that declared certain parts of these regulations to be invalid. The position paper provides the basis for engagement between the National Treasury and the cidb to pursue further options than those originally proposed as amendments to the PPPPFA legislation. 2010 Construction Industry Indicator Survey (CIIs)
The cidb has embarked on the 2010 survey of the cidb Construction Industry Indicators, which is being undertaken in partnership with the Department of Quantity Surveying and Construction Management of the University of the Free State. Representatives of the University are contacting cidb registered contractors, and the
cidb requests contractors to provide the University with the information that they require to undertake this survey. Click here for more information.
Contractor Management Guidelines Available
Together with PPC and NURCHA, the cidb has published Sections 1 and 2 of the Contractor Management Guidelines (CMG 101). Section 3 will be published shortly. The Guidelines target small and medium size contractors, and cover the principles of: "Establishing a Construction Business"; "Operating a Construction Business"; and "Executing a Construction Project".
Ishmail Cassiem, the cidb Manager responsible for the development and production of the Guidelines, says “the Guidelines target existing practitioners, and are not a business “start-up” tool. However, the Guidelines do target new or emerging entrants, and target contractors who have the potential to grow and who strive to improve their performance.”

Fraud and Corruption Alert
The Construction Industry Development Board (cidb) has released an advert to create public awareness of fraud and corruption pertaining to contractor registration. The public is encouraged to report any form of fraud and corruption via the Anonymous Fraud Reporting Hotline: 0800 112 432. Click here to view the cidb advert.
cidb Appointments to the International Council for Research and Innovation in Building and Construction (CIB)
The cidb is proud to announce that the CIB, during its Board meeting in May 2010 (Salford), appointed their CEO, Mr Ronnie Khoza, as a member of the CIB Board. At the same meeting the new Board granted lifelong Honorary CIB Membership to Dr Rodney Milford in recognition of his 12 year long service in the CIB Board. For more information on CIB, click here.
Eastern Cape CCC to Host an Occupational Health and Safety Seminar
On 3 June 2010, the EC CCC will host an Occupational Health and Safety seminar for 100 contractors in East London. The seminar will also serve as a certification ceremony for contractors who attended various training interventions through cidb’s EC CCC Special Projects fund. Specialist in the Occupational Health and Safety field will be invited with client departments as guests to participate in the programme.
North West Grades 3 - 7 Contractors Invited to Workshop
The CCC in North West, together with Standard bank, are inviting grade 3 to 7 contractors for a one day workshop on contractor toolkit. The workshop will take place on 28 May 2010 in Mafikeng Garden View Lodge, 31 May 2010 in Klerksdorp Villa Maria Guest House and 1 June 2010 in Rustenburg Wigwam Hotel and Conference Centre. The CCC in Gauteng Offers Training Opportunities
The Gauteng CCC is offering training opportunities to cidb registered contractors at cidb Head Office. The training offered includes a five day course on construction contracts and a one day course on occupational health and safety (OHS).
Limpopo Construction Contact Centre is Officially Launched
The cidb in partnership with the Limpopo Department Public Works, launched the Limpopo Construction Contact Centre (CCC) on 30 March 2010 in Polokwane. The CCC was officially opened by Premier Cassel Mathale and MEC for Public Works, MG Phadagi. The presence of the CCC in the province creates a platform for contractor development and stakeholder partnerships and also allows contractors easy access to cidb services and support in the provinces. Provincial Stakeholder Workshops
The cidb in partnership with provincial departments of Public Works hosted Stakeholder Workshops in seven provinces between February and March 2010. The Stakeholder Workshops attended by over 1000 delegates aimed to give the cidb an opportunity to engage provincial stakeholders in discussions on different programmes that support the delivery on its mandate, promote empowerment of small, medium and micro enterprises to improve their capability and also listen to challenges faced by the province. cidb to Visit Different District Offices to Assist Contractors with cidb Registration
The Northern Cape Construction Contact Centre will visit various districts between 08h00 and 16h00 to assist contractors with cidb registration, annual renewals and upgrades of cidb registration. The visits are scheduled to take place from 11 to 12 February 2010 in De Aar (Pixley Ka Seme); 22 to 23 February 2010 in Upington (Siyanda); 24 February 2010 in Springbok (Namakwa) and from 25 to 26 February 2010 in Kuruman (John Taole Kgaetsewe). Notice of Change of Physical Address of the Limpopo Construction Contact Centre
The Limpopo Construction Contact Centre has relocated to the new Works Towers Building at 43 Church Street in Polokwane, Limpopo. The new premises offer increased services including contractor registration assistance and advice, distribution of cidb registration forms and renewal of contractor registration in the Limpopo province.
Grade 3 to 9 Contractors Invited for Training on the General Conditions of Contract
Grade 3 to 9 contractors based in the Eastern Cape are invited to register for a three day training session on the General Conditions of Contract, which will take place in February 2010. The starting dates of the training are: 08 February 2010 in Cacadu, Port Elizabeth; 09 February 2010 in Amathole, Butterworth; 15 February in Chris Hani Municipality, Queenstown; and on 16 February 2010 in Alfred Nzo region in Kokstad. Potential service providers are invited to apply for accreditation by the cidb to be listed on the cidb Supplier Database of Goods and Services for procurement purposes. Interested parties may download application forms (for submission on or before 19 February 2010) as well as the advertisement.

The cidb has commenced the process of reflecting BBBEE Charter ratings on the cidb Register of Contractors. Please note that this is an optional requirement at this stage and your registration with the cidb will not be affected in any way. You are invited to have your BBBEE Charter rating reflected on the cidb Register of Contractors if you are in possession of a BBBEE certificate or Letter of Exemption. cidb SAFCEC Workshop; Bloemfontein
cidb, in partnership with SAFCEC, will be hosting a workshop on Joint Ventures and Subcontracting for Grades 3 to 7 General Building (GB) and Civil Engineering (CE) contractors. Invitation to Participate in a cidb Pilot Contractor Development Programme

Construction Health and Safety in South Africa; Status and Recommendations 
cidb has undertaken this report on the status of construction health and safety in South Africa so as to provide a context for the efforts and actions of industry stakeholders and role-players in improving construction health and safety. The report was launched in Gauteng on 11 June 2009.
Guidelines for Contractor Registration 
New and simplified guidelines are available to assist contractors to register on the cidb Register of Contractors. The detailed guidelines incorporate changes to the Register according to regulation amendments of November 2008. They also provide an updated registration checklist for contractors.
Standard Bank Builds New Relations With Nation's Construction Sector
cidb and Standard Bank sign a Memorandum of Understanding(MoU) in June 2009. The MoU sets a stage for formal cooperation between the two parties on small enterprise development support. In terms of the MOU Standard Bank will bring financial assistance to the doorstep of emerging contractors through the Construction Contact Centres.

cidb continues to show commitment towards construction-related fields by sponsoring the 4th Built Environment Conference which convened in Zambia from 17th to 19th May 2009. The Conference brought together researchers, academics and business from different parts of the world to discuss the built environment: construction-related research, development and education.
Small Enterprise Development in Construction Conference and Exhibition (SEDIC)
The conference hosted on 27 and 28 May 2009 set a platform for all small enterprise development initiatives in the construction industry to be highlighted, analysed, and compared. Furthermore the conference outcomes will inform issues relevant to the industry from a local as well as global perspective. Most importantly the conference also interrogated issues of corporation and collaboration between the private and public sector.
CETA and the cidb map out agreement to support enterprise development
The cidb and CETA have agreed on a collaboration to identify opportunities, strategies and plans to support the development of small and medium enterprises. The parties signed a memorandum of understanding setting the framework for collaboration in April 2009.
Two additional Construction Contact Centres launched
The cidb in partnership with provincial and national departments of Public Works has launched two more Construction Contact Centres (CCCs) in the Mpumalanga and Northern Cape provinces. The CCCs are a platform for contractor development and stakeholder partnerships and also allow contractors easy access to services in the provinces.
Take a Girl Child to Work Day
The cidb hosted 20 girl Children from schools in Pretoria townships at the 2009 Take a Girl Child to Work Day campaign on 28 May. This opportunity was also exploited to introduce the pupils to the different careers within the construction industry and also challenge perceptions of the industry being reserved for males only.
cidb Launches SME Business Conditions Survey Report
The Small Medium Enterprise(SME) Business Conditions Survey was launched on 11 March 2009 at a breakfast event hosted in Gauteng. The Survey will be published on a quarterly basis and measures contracting business conditions amongst cidb registered contractors in Grades 3 to 7. The survey also reports on business confidence, construction activity, tendering competition, employment and labour constraints amongst cidb registered contractors at a provincial level.
The SME Business Conditions Survey which will be published on a quarterly basis is undertaken by the Bureau for Economic Research (BER) for the cidb.
Media statement: cidb suspends contractors for fraud 
In a tough stance against fraud and corruption the Construction Industry Development Board (cidb) has suspended a number of unscrupulous contractors from its register since the start of its anti-corruption campaign last year. The suspensions effectively bar corrupt contractors from receiving government tenders for construction. Government departments, municipalities and public entities may not award tenders to contractors that are not registered with the cidb, according to the cidb Act 38 of 2000 and the Construction Industry Regulations of 2004.

The cidb will in partnership with the Department of Roads and Public Works host seminars on Joint Building Contracts Commitee (JBCC) in East London and Port Elizabeth on the 24th and 25th November 2009 respectively . The Minister of Public Works, Geoff Doidge, met with the new Construction Industry Stakeholder Forum on 23 October 2009 in Gauteng. Topical issues discussed included progress with the Best Practice Registers, public sector procurement reform and capacity, and contractor development.

Women in Construction Excellence Awards; 2009
The cidb hosted the Excellence in Construction Awards for women contractors and established contractors for gender empowerment in July and August 2009. The awards were hosted in the different provinces culminating in the national gala event in Johannesburg on 27 August 2009.
Women in Construction Excellence Awards
The Excellence in Construction Awards recognise achievements of women contractors in self empowerment as well as outstanding contribution by established contractors to gender empowerment in the construction sector. Awards in various provinces will be given to cidb registered contractors in the categories of Small, Medium and Large business enterprises. The cidb will host provincial awards in KwaZulu-Natal on 31 July 2009, Eastern Cape on 1 August 2009 and in Gauteng on 6 August 2009. The national awards will be held in Johannesburg on 27 August 2009.
6th Post Graduate Conference is set to take place in September 2009
The conference is organised by the cidb and the Department of Construction Management and Quantity Surveying of the University of Johannesburg, under the theme: Sustainable Construction Through Quality and Innovation Beyond 2010. It seeks to encourage debate amongst researchers, students and people working in the built environment. Papers presented at the conference are expected to focus on new research themes and topics and innovative research strategies.
Youth in Construction
Youth in Construction is an annual careers exhibition for the construction industry targeting pupils between grade 8 and 12. This showcase of limitless career opportunities existing in the construction industry will in 2009 take the first steps to becoming a national event by including Gauteng, the Western Cape and KwaZulu-Natal regions. The 2009 exhibition will be held in Gauteng on 27 - 31 July, KZN 4 -6 August and Western Cape 18 - 20 August 2009. Additional information is available on www.youthinconstruction.co.za
cidb Stakeholder Forum The Construction Industry Stakeholder Forum is constituted in terms of the cidb Act (Act 38 of 2000) to inform the Board on issues that affect the industry. The Forum provides an opportunity to promote understanding and support for construction industry development and improved delivery of infrastructure to the South African public. Stakeholder Forum which convenes annually promotes dialogue on industry progress with a special focus on improved quality and service, highlighting necessary partnerships for value-added industry improvement and development. The date for 2009 Stakeholder Forum will be communicated within the near future.
Contractor Tips & Advice: Basic Financing for Contractors Workshop in partnership with Standard Bank.
Basic Financing Workshop aiming to guide, develop and empower contractors towards successful management of business finances is to be hosted in four Provinces by cidb through the CCC’s in partnership with Standard Bank.
5th Post Graduate Conference
The cidb, Department of Quantity Surveying and Construction Management of the University of the Free State is to host the 5th Post Graduate conference which seeks to explore current advances in construction research relevant to the present and future state of development of the construction industry, nationally and globally.
5 Year Review 
An independent panel that was appointed by the Minister of Public Works to conduct a 5 year review of the cidb has presented their findings and recommendations to the Deputy Minister of Public Works. The cidb 5 year review was conducted in terms of the CIDB Act 38 of 2000.
cidb Publishes list of blacklisted contractors
Clients can now access on this website, the list of contractors who are suspended from the Register of Contractors for various offenses related to fraud. Acting on tip-offs via the anonymous hotline 0800 112 432 the cidb has intensified investigations into allegations of fraud and corruption. Investigations are followed by hearings and offenders are handed down a fine, suspension or both. Two of the cidb employees have already received dismissal and imprisonment following successful investigations into bribery and corruption allegations. The cidb has initiated an awareness campaign for contractors on fraud and corruption. Clients are also advised to remain vigilant against the use of suspended contractors. New regulation amendments to improve registration criteria 
The Minister of Public Works has under section 33 of the Construction Industry Development Board Act (Act 38 of 2000) published amendments to the Construction Industry Development Regulations, 2004 by Government Notice No. R 1224 in Gazette No. 31603 of 14 November 2008. The regulations become effective on 1 January 2009 and are set to enable improvements to the Construction Registers Service and create better alignment with construction industry and economic developments.
Key aspects of the amendment regulations include tender value range increases, improved registration classes of works, aligning and improving financial requirements, and discontinuation of printed cidb registration certificates, etc. Industry stakeholders are advised to accustom themselves with the new regulations to prepare for a smooth and hassle free transition in January 2009.
Calling for Nominations for members to serve on the cidb Stakeholder Forum 
The Construction Industry Stakeholder Forum is constituted in terms of the cidb Act (Act 38 of 2000) to inform the Board on issues that affect the industry. The Forum provides an opportunity to promote understanding and support for construction industry development and improved delivery of infrastructure to the South African public. The current stakeholder forum member’s term will shortly reach its end. All industry stakeholders are hereby invited to participate in formation of cidb Stakeholder Forum 2009/2010 by nominating suitable industry stakeholders to represent and lead the industry towards a successful second five year term.
cidb National Stakeholder Forum 2008
The Construction Industry Stakeholder Forum is constituted in terms of the cidb Act (Act 38 of 2000) to inform the Board on issues that affect the industry. The Forum provides an opportunity to promote understanding and support for construction industry development and improved delivery of infrastructure to the South African public. Stakeholder Forum 2008 which convened on 12 September 2008 continued to promote dialogue on industry progress with a special focus on improved quality and service, highlighting necessary partnerships for value-added industry improvement and development. The Stakeholder Forum 2008’s agenda also addressed strategic initiatives of the cidb.
Competitive Selection of Professional Service Providers: cidb response to issues raised during consultation. 
The Board of the cidb called for regional consultation with the industry on the executive’s proposals for competitive selection of professional service providers. The cidb invited all interested and affected parties to read and comment on the proposals. A series of cidb workshops were conducted in ten major centres where cidb presented the framework and engaged in discussion. Written comment was also invited. The value of the proposed Register of Professional Service Providers was accepted, particularly as a means of alleviating administrative burden. The cidb will consider the input further and refine the proposals to adequately respond to suggestions and concerns. The cidb welcomes further consultation and input from its stakeholders and will also arrange for further formal opportunities for this to take place.
