Urgent Notice to cidb Registered Contractors
Please note that the cidb has not issued annual registration renewal notices, but this courtesy service will be restored in the near future. Contractors whose annual updates are overdue are requested to urgently submit their renewals at their nearest cidb Provincial Offices to avoid suspension.
Board Announces the Resignation of Ursula Ntsubane as CEO of the cidb
Ms Ursula Ntsubane has resigned her position as Chief Executive Officer of the cidb, with immediate effect. The announcement was made by the cidb Board Chairperson, Mr Bafana Ndendwa. The cidb’s Chief Financial Officer, Ms Hlengiwe Khumalo has been appointed Acting CEO until further notice. The Chairperson has thanked the outgoing CEO for her contribution, on behalf of the Board and cidb executive.
cidb Systems Shutdown 16 May until 20 May 2013
The cidb wishes to advise clients that our systems, including the Register of Contractors, the Register of Projects as well as telephony, will not be accessible from 17h00 on Thursday: 16 May until 08h00 on Monday: 20 May 2013. Green Building Rating tool for Public and Education Buildings now available:
The Green Building Council of South Africa (GBCSA) has launched the Green Star SA - PEB (version 1) Rating Tool for public and education buildings. The Rating Tool was funded by the cidb, and is aligned to the cidb Best Practice that was published in the government Gazette of 1 April 2011. The cidb Best Practice identified The Green Star SA rating tool “Office Version 1” of the GBCSA as a best practice to be followed in the design of office buildings. Only 50% of SA tenders are Evaluated on Quality, According to cidb CIIs Report
With R827 billion earmarked for infrastructure development over the next three years, only around 50% of South Africa’s construction tenders are evaluated on quality, price and preference according to the Construction Industry Indicators (CIIs) Report issued by the Construction Industry Development Board (cidb) recently. The cidb CIIs measure the performance of the construction industry focusing on the clients, client’s consultants and contractors. The cidb advocates that quality should be taken into consideration when evaluating construction related tenders above R1 million, where the nature of work requires quality, reliability, viability, durability and consideration of the bidders’ technical capacity and ability to execute a contract. cidb 2013 Provincial Stakeholder Liaison Meetings Scheduled
The cidb annual drive to engage provincial stakeholders in open dialogue on construction challenges has begun. The 2013 Provincial Stakeholder Liaison meetings include the cidb Board and senior executives, key public sector clients, municipalities, contractors and professional associations, financiers, contractor development agencies and other construction stakeholders. The meetings, which are held in all nine provinces aim to encourage dialogue around industry challenges and the cidb mandate and its programmes. Inputs gathered will also feed into the cidb National Stakeholder Forum’s agenda.
Congratulations and Welcome to the New Public Works Director General!
The Board, executive and staff of the cidb welcome Mr Mziwonke Dlabantu to the position of Director General in the Department of Public Works. Mr Dlabantu assumed his new position on 15 January 2013 after the December confirmation of his position by Cabinet. The cidb looks forward to working with him in our strive to transform and improve the construction industry‘s contribution to South Africa’s economy and society.

National Contractor Development Programme (NCDP) Launched by Minister
The National Contractor Development Programme (NCDP) was launched by Minister Thembelani Thulas Nxesi on 06 December 2012 in Durban. The NCDP sets the national framework for sustainable development of contractors, particularly targeting the emerging black, women and youth owned companies. The programme also strives for increased transformation in targeted categories and grades, as well as to improve the cidb grading status of the targeted contractors.
Construction Industry Transformation Summit Outcomes
The construction industry held a Summit to review the slow pace of transformation in the construction sector on 23 November 2012 in Johannesburg. The Summit was attended by a wide range of public sector and private sector stakeholders, and a summary of the outcomes and recommendations of the Summit is attached here.

Clock Ticking for Comments on cidb Regulations!
December 5th, 2012 is the closing date for comments on proposed changes to the cidb Register of Contractors. The amendments seek to create better alignment of the Register of Contractors with the construction industry and with the state of development of the emerging sector. The New Registrations System is Stabilising, BUT Delays can Still be Expected
The deadline for stabilisation of our new software system to improve the Construction Registers Service has been extended from 31 October 2012 to 31 December 2012. The services that are affected are the Register of Contractors and the Register of Projects. The cidb embarked on a major upgrade of the software system for the two registers in July 2012. It is envisaged that 60% to 70% of the backlog in applications will be completed by 21 December 2012 and the balance will be completed in the month thereafter. We sincerely apologises for any inconvenience caused during this period as we strive to bring you an improved registrations service.
We are pleased to announce however, that the new software upgrade is already beginning to offer some benefits to stakeholders. The cidb is now able to process annual updates at the provincial construction contact centres (CCCs), and not just at the Head Office in Pretoria. We are now also able to scan all documents received from contractors at the CCCs. This will speed up the processing time for registrations and ensure that your documents are safe. cidb Becomes Even More Accessible, Reaching out through PCDFs
The role of Provincial Contractor Development Forums (PCDFs) has been consolidated to facilitate broader engagement among various construction stakeholders in the provinces. Facilitated by the cidb, PCDFs provide clients, contractor associations, professional associations and other industry formations a platform to engage each other on procurement, contractor development and other issues affecting the construction sector. PCDFs take place quarterly in all 9 provinces. They are a vehicle for industry role players to channel inputs and to influence policies and programmes. They will also feed inputs into the cidb National Stakeholder Forum agenda.
cidb Chairperson Delivers Keynote Address at Launch of CoST
The chairperson of cidb, Mr Bafana Ndendwa, delivered a keynote address at the African launch of the Construction Sector Transparency (CoST) Initiative. CoST, which was first introduced to South Africa in 2011, is an international initiative which aims to reduce mismanagement, waste and corruption in public infrastructure development and is in line with the South African constitution which requires procurement systems to be fair, equitable, transparent, competitive and cost effective.
Amendment to cidb Regulatons, Public Comment Invited
The Minister of Public Works has announced proposed improvements to the cidb Register of Contractors in the Government Gazette No. 35727, Notice 794 of 5 October 2012. Once approved, the changes will improve chances for contractors to maintain and improve their grades on the cidb Register of Contractors. Contractors, clients and all stakeholders now have the opportunity to comment on the proposed changes within the sixty (60) day public comment period which starts on 5 October 2012 and ends on 5 December 2012. The cidb has launched the test edition of the standard, which establishes the work flow (sequence of connected activities) associated with the delivery and maintenance of infrastructure. Demystifying ‘set asides’ and ‘ringfencing’
There has been a high level of uncertainty or a lack of clarity with regard to providing work opportunities to contractors enrolled within Contractor Development Programmes (CDPs). The cidb has released Practice Note 29 which aims to correct perceptions around ‘set asides’ and ‘ringfencing’ which may hinder provision of work opportunities to contractors enrolled within CDPs. Best Practice Standards: Extension of Deadline for Comment
In terms of sections 5(2)b of the Construction Industry Development Board Act, 2000 (Act no. 38 of 2000) (the Act), the Construction Industry Development Board has published the following two best practice Standards for public comment in the Government Gazette No. 35507 of 13 July:
• Standard for Developing Skills through Construction Works Contracts
; and
• Standard for Developing Targeted Enterprises through Construction Works Contracts
.
The closing date for submission of written comments has been extended to 30 August 2012.
cidb and SIU Collaborate to Root out Fraud and Corruption
The cidb is collaborating with the Special Investigation Unit (SIU) to bring corrupt contractors and government officials to book. The Anti-Corruption Task Team (“ACTT”) of SAPS, in conjunction with the SIU has moved in to search and seize evidence from a former employee of the cidb and contractors who performed services for the KZN Department of Public Works that are implicated in fraud and corruption, involving tenders and the cidb Register of Contractors. The cidb wishes to assure clients and stakeholders of the integrity of the Register of Contractors and of the organisation’s commitment to fight fraud. To read the cidb media release click here.
Service Impact on cidb Construction Registers Service in July 2012
The cidb has embarked on a major upgrade of our software systems in order to improve service to our stakeholders. The upgrade relates to the cidb’s Construction Registers Service and will be implemented on 30 July 2012. The online iTender/ Register of Projects and the Register of Contractors will not be accessible on 26 and 27 July 2012 to allow the cidb to switch over to the upgraded system. Please take note that the processing time for queries at the call centre on 26 and 27 July 2012 is likely to be slow due to manual verifications that will be taking place.

cidb launches the iTender/RoP Compliance Monitor
The cidb launched its iTender/RoP Compliance Monitor this quarter, which provides indicators of the level of compliance and non-compliance by client bodies with the iTender/Register of Projects. The cidb Compliance Monitor is integral to the cidb’s compliance strategy, and is aimed at ensuring compliance of clients with the cidb requirements of publishing the notice of tenders on the cidb iTender system, as well as with the requirements for the award of tenders on the cidb Register of Projects. The indicators published in the cidb Compliance Monitor can be used by clients to verify their non-compliance with the cidb regulations, and will be used by the cidb to provide evidence to support enforcement actions and sanctions. Minister Calls for Industry Transformation at cidb Stakeholder Forum
The 2012 to 2014 cidb National Stakeholder Forum members held their first meeting with Minister TW Nxesi of Public Works to deliberate on challenges affecting the construction industry development, in Johannesburg on 4 July 2012. Over ninety industry experts, heads of industry associations, clients and parliamentarians attended the meeting, where task teams were formed to focus on specific areas of construction development. cidb Launches North West Provincial Office
The cidb launched the North West provincial office on 7 June 2012, completing the launches of the cidb offices in the provinces. Mr Bafana Ndendwa, cidb Board Chairperson and Ms Ursula Ntsubane, cidb CEO, hosted the event attended by the MEC and Head of Department, Department of Public Works, Road and Transport (DPWRT) of the North West Province, together with their executive teams, as well as other dignitaries.
The cidb office is provided by the provincial department and the plaque was unveiled by the cidb Board Chairman and the MEC for DPWRT.

Participation in 2012 CII Survey Requested
The cidb has embarked on the 2012 survey of the annual Construction Industry Indicators (CIIs). If approached to participate in the survey, the cidb encourages participants to support this initiative which seeks to improve the performance of the industry and its stakeholders. Misrepresentation of Information
It has come to the attention of the cidb that a communication distributed by Mr Robert Jooste of ACIN Trading around 13 March 2012 regarding a course to be offered by QES on the cidb Construction Management System in the Gauteng Province has misrepresented information about the cidb and the draft cidb Construction Management System. Ursula Ntsubane is appointed as the new cidb CEO
The Board has announced the appointment of Ms Ursula Ntsubane as the new Chief Executive Officer of the cidb with effect of 1 April 2012. Ms Ntsubane joins the cidb from the Ekurhuleni Municipality where she served as Executive Director, Economic Development. Her appointment comes at a momentous period in which the cidb has just completed the first decade of its existence. The cidb welcomes Ms Ntsubane’s appointment.
Slight Improvement in Building Conditions, but Civil Lags
The quarterly cidb SME Business Conditions Survey shows that the decline in the growth in General Building activity appears to have stabilised in Quarter 1 of 2012, and the overall business confidence of building contractors rose marginally in Quarter 1. The tempo of labour shedding slowed during the survey quarter. Business conditions for Civil Engineering however underperformed expectations, and weakened considerably when compared to Quarter 4 of 2011. 80% of the Civil Engineering respondents reported insufficient demand as a serious constraint on their operations. However, almost half of the respondents expect general business conditions to improve in Quarter 2. For more information, click here.
Invitation to Serve as Members of the cidb Panel of Adjudicators for Construction Contracts
The cidb has developed the Construction Procurement Best Practice Guideline C3 (1011): Adjudication. To assist the cidb to effectively discharge its responsibility, interested qualified persons are invited to submit their application for consideration as members of the cidb panel of adjudicators for construction contracts to Ms Bongiwe George. The closing date for applications are 30 March 2012.
cidb Provincial Stakeholder Meetings
The provincial stakeholder meeting in Kwazulu-Natal on 20 February 2012 marked the start of a two month campaign by the cidb to engage industry in open dialogue on construction challenges. Among stakeholders who engaged the cidb Board and senior executives at the KZN meeting were key public sector clients such as Public Works, the Ethekweni Metro and other Municipalities. Associations represented included SAFCEC, SAWIC, MBA, ABA, NAFCOC, NABCAT and the Association of Electrical Contractors. The meetings planned to take place in all nine provinces aim to widen cidb consultation with stakeholders on industry challenges as well as on the cidb mandate and programmes. Inputs gathered will also feed into the cidb National Stakeholder Forum debates later in the year.
cidb Releases Annual Construction Industry Indicators Summary Results; 2011

consultant and contractors. The CIIs have been captured annually since 2003, and are currently being captured by the cidb in partnership

Visitors Entrance to cidb Pretoria Offices Changed
The temporary entrance from Leyds Street to the cidb offices in Pretoria will be closed as of 17 February 2012. Visitors are requested to use the main entrance at 2 Dr Lategan, and follow the signs to the cidb offices.
Impact of the PPPFA Exemption to SOE's in Applying the cidb Standard for Uniformity
The Minister of Finance has, by Government Notice R1027 of 7 December 2011, granted an exemption to public entities listed in Schedules 2, 3B and 3D of the Public Finance Management Act, 1999, from the application of Regulations 2(2), 3-8, 10, 11(1)-(9), 11(11)-(13) and 12 to 13 of the Preferential Procurement Policy Framework Regulations 2011, until 7 December 2012. As a response to guide those public entities in the application of the cidb prescripts to construction procurement, it must be noted that the Construction Industry Development Board Act, 2000, the Construction Industry Development Regulations, 2004 and the cidb Standard for Uniformity (SFU) remain mandatory requirements for compliance. The SFU will now be interpreted inclusive of the exemption granted by the Minister of Finance. Those public entities that have been granted the exemption will continue to implement their own preferential procurement policy, unless directed otherwise.
Scope of cidb Quarterly Monitor Broadened
The cidb Quarterly Monitor provides an overview of the structure of the construction industry and the state of contractor development in South Africa – including the state of transformation of the contracting industry. The Quarterly Monitor focuses on public sector supply and demand at national and provincial levels, and deals primarily with the General Building (GB) and Civil Engineering (CE) cidb Class of Works.
Given the importance of employment creation in South Africa, the Quarterly Monitor has recently been extended to include information on the state of employment in South Africa, drawing on StatsSA’s Quarterly Labour Force Survey, as well as employment surveys obtained from the cidb BER SME Business Confidence Survey. cidb Gauteng Provincial Construction Contact Centre (CCC) closed 9 December 2011

cidb Launches Industry Guides
As a value add service to contractors, the cidb has published a number of industry guides on their website, available under "publications". These guides were sourced from the Concrete Manufacturers Association, the Cement and Concrete Institute, the Claybrick Association and various others. The cidb wishes to acknowledge and express their sincere thanks to the institutions for their valued contribution and support.
Urgent Message to Contractors
Contractors are cautioned to beware of fraudsters posing as ‘cidb agents’ to scam contractors trying to register, upgrade, renew registration or re-register. The so-called agents do NOT work for or with the cidb. The cidb will NEVER call a contractor to demand payment for registration. Report suspicious calls on 0800 112 432.

7th Postgraduate Conference
The Department of Construction Economics of the University of Pretoria hosted a very successful 7th edition of the cidb Postgraduate conference 9 to 11 October. The conference theme was “Adding value to the Built Environment”. It was very well attended with participants from most of the universities which offer construction management training. The Managing Director of Stefanutti Stocks Civils, Mr Werner Jerling, delivered a very challenging keynote address on “Creating value in the South African Construction Industry”. The Department of Public Works in Conjunction with the cidb to Host a Workshop on the Framework and Implementation Guidelines for the National Contractor Development Programme (NCDP)
A workshop on the revised Framework and Implementation Guidelines for the NCDP will be hosted 26 and 27 October 2011 and is expected to be attended by stakeholders including infrastructure clients from national, provincial and local government. The workshop will focus on challenges regarding implementation of best practices and monitoring and evaluation of contractor development programmes. It will also strive towards streamlining of stakeholder efforts in support of the NCDP and a transformed construction industry. Industry Recognises Performing Women Contractors
The Minister of Public Works, Gwen Mahlangu-Nkabinde, has recognised women contractors for exceptional standard of work delivered on construction projects at the recent cidb 2011 national Women in Construction Excellence Awards in Pretoria. Contractors were recognised in the categories of EPWP, women in Contractor Development Programmes and in the mainstream for women competing in the open market. An Update on the Construction Sector Transparency Initiative (CoST)
The cidb hosted a summit on 19 May 2011 to introduce the CoST Model to the South African Construction Industry, at which the Summit granted approval to the cidb and the CoST Secretariat to establish a Working Committee to focus on a CoST Programme for South Africa. Arising from the Summit and further Workshops, the cidb will coordinate the activities that will lead to the adoption of CoST principles in South Africa and the establishment of a South African Multi Stakeholder Group (SA-MSG) by September 2012. cidb Acting Chief Executive Officer Announced
Peter Mongwenyana, Chief Financial Officer of the cidb, has been appointed Acting Chief Executive Officer of the cidb with effect from 1 September 2011. The announcement was made by the cidb Board Chairman, Bafana Ndendwa, on 5 September 2011. The announcement follows the resignation of former Chief Executive Officer, Ronnie Khoza, in August 2011.
Notification to Industry: cidb Audit Blitz on Public Sector Clients
The cidb has initiated an Audit Blitz across the spectrum of Public Sector infrastructure clients in an effort to improve compliance to the cidb prescripts that apply to the Register of Projects and i-Tender. ASOCSA and the CIB Honours Dr Rodney Milford
Dr Rodney Milford, currently Programme Manager, Construction Industry Performance (CIP) at the Construction Industry Development Board (cidb), has been presented with the first Lifetime Achievement Award by the Association of Schools of Construction of Southern Africa (ASOCSA) as well as an Honorary Lifetime Membership by the International Council for Research and Innovation in Building and Construction (CIB) for his contribution and life's work of service to the construction industry. These awards were bestowed on Dr Milford at the Gala Dinner at the 6th Built Environment Conference of ASOCSA on 1 August 2011. Dr Wim Bakens, Secretary-General of CIB based in Rotterdam in the Netherlands, flew in to Johannesburg, South Africa to deliver a recognition speech and hand over the CIB recognition certificate to Dr Milford.
On behalf of the cidb Board, management and staff as well as the construction industry stakeholders, the cidb wishes to congratulate Dr Milford on these achievements.
cidb and NMMU Signs Agreement to Award Inaugural Centres of Excellence
The cidb signed an agreement with the Nelson Mandela Metropolitan University (NMMU) on 19 July 2011 awarding NMMU a cidb Centre of Excellence (CoE). The CoE will be funded by the cidb for a period of three years at R1million per annum. The cidb funding will be used for postgraduate bursaries, direct research expenses, subvention of an academic position, research training support and payment of postdoctoral researchers, research assistants and interns. Notice to cidb Registered Contractors and Potential Applicants: Submission of Annual Returns to CIPC
Contractors registered with cidb are reminded that failure to submit their annual returns to CIPC (the Companies and Intellectual Property Commission, previously known as CIPRO) may lead to de-registration by CIPC. It is important to note that contractors registered with cidb could have their cidb registration suspended or their cidb registration renewal application not being processed if they do not maintain their registration with the CIPC. Establishment of a Working Committee to Design a CoST Programme for the South African Construction Industry
CoST: The South African Summit was convened 19 May 2011 by the Construction Industry Development Board (cidb) to introduce the Construction Sector Transparency Initiative (CoST) to industry stakeholders. cidb to Audit Clients for Compliance
The cidb has announced that it will conduct random audits of public sector clients for compliance with the Register of Projects with effect from May 2011. Board Notice 75 announcing the audit blitz was published in Government Gazette No 34214 of 21 April 2011. In terms of cidb regulations, public sector clients must advertise tenders on the cidb iTender system and register project award, progress and completion or cancellation on the Register of Projects.
cidb Board Announced
The 4th Board of the cidb has been announced by the Minister of Public Works. The following people have been appointed by the Minister to serve on the Board: Bafana Ndendwa (Chairperson), Lindelwa Teresa Myataza (Deputy Chairperson), Lwandile Kona, Marten Govender, Gilberto Pereira Martins, Dr Patricia Sethe Makhesha, Zanele Ntombela, Nico Maas, Ambalavanan Naidu, Hareesh Lakha Patel, Shereen Tebogo Bogosing and Nyeleti Makhubele. The appointment of the new Board comes into effect immediately. The cidb congratulates the members of the new Board.
Construction Management Systems; Invitation to Participate in Gauteng Pilot
The cidb invites contractors registered in Grades 5 to 7 on the cidb Register of Contractors to apply to participate in a programme to pilot the newly developed cidb standard for Construction Management Systems in Gauteng. Contractors must have offices located in the Gauteng Province and must be engaged in projects in the Gauteng Province. For more information about the cidb standards, click here.
Earth Hour, 26 March 2011
The cidb supports Earth Hour tomorrow, Saturday 26 March. We encourage everyone in South Africa to take part by switching off your lights at 20:30 for one hour (or longer!) and take a stand against climate change, as it affects all of us.
This year is especially important for South Africa as we will host the crucial COP 17 Climate Change Conference in Durban in December, where world leaders will meet to assess progress in dealing with climate change and negotiate obligations for reducing greenhouse gas emissions.
cidb Media Statement; Anticompetitive Behaviour, Fraud and Corruption in the Construction Industry
The cidb is committed to rooting out all forms of fraud and corruption in the construction industry, and welcomes the steps taken by the Competition Commission in investigating companies alleged to have participated in corrupt

Award of Centres of Excellence for R&D and Academic Excellence
The cidb is pleased to announce the award of the inaugural Centres of Excellences for R&D and Academic Excellence to the University of the Witwatersrand (Wits) and Nelson Mandela Metropolitan University (NMMU). The Centres of Excellence are the cidb's endeavour to stimulate high quality research and human resource development in the construction industry, and (subject to satisfactory performance) amount to R1m per year per institution for a period of 3 years.
The cidb takes this opportunity to congratulate the two universities and look forward to working with them in the implementation of this ground breaking programme.
The Department of Public Works in Conjunction with the cidb to Host a Workshop on the Framework and Implementation Guidelines for the National Contractor Development Programme (NCDP)
A workshop on the revised Framework and Implementation Guidelines for the NCDP will be hosted 26 and 27 October 2011 and is expected to be attended by stakeholders including infrastructure clients from national, provincial and local government. The workshop will focus on challenges regarding implementation of best practices and monitoring and evaluation of contractor development programmes. It will also strive towards streamlining of stakeholder efforts in support of the NCDP and a transformed construction industry. cidb 7th Post Graduate Conference, First Announcement and Call for Papers
The cidb, in association with the Department of Construction Economics, University of Pretoria, will be hosting the 7th Post Graduate Conference from 9 to 11 October 2011 in Pretoria. The conference theme for this year is "Adding Value to the Built Environment", with the main topics of "Sustainability", "Quality" and "Innovation". Women in Construction 2011: Nominations are Open!
The cidb invites nominations for the 2011 Women in Construction Excellence Awards. Nominees must be cidb registered, 51% women owned and top achievers in their grades. Nominations must be submitted to the Construction Contact Centre in the province in which the contractor is registered and must be accompanied by the completed Nomination Form and Performance Report Form. The closing date for submissions is 15 April 2011.
