Impact of the PPPFA Exemption to SOE's in Applying the cidb Standard for Uniformity
The Minister of Finance has, by Government Notice R1027 of 7 December 2011, granted an exemption to public entities listed in Schedules 2, 3B and 3D of the Public Finance Management Act, 1999, from the application of Regulations 2(2), 3-8, 10, 11(1)-(9), 11(11)-(13) and 12 to 13 of the Preferential Procurement Policy Framework Regulations 2011, until 7 December 2012. As a response to guide those public entities in the application of the cidb prescripts to construction procurement, it must be noted that the Construction Industry Development Board Act, 2000, the Construction Industry Development Regulations, 2004 and the cidb Standard for Uniformity (SFU) remain mandatory requirements for compliance. The SFU will now be interpreted inclusive of the exemption granted by the Minister of Finance. Those public entities that have been granted the exemption will continue to implement their own preferential procurement policy, unless directed otherwise.
Scope of cidb Quarterly Monitor Broadened
The cidb Quarterly Monitor provides an overview of the structure of the construction industry and the state of contractor development in South Africa – including the state of transformation of the contracting industry. The Quarterly Monitor focuses on public sector supply and demand at national and provincial levels, and deals primarily with the General Building (GB) and Civil Engineering (CE) cidb Class of Works.
Given the importance of employment creation in South Africa, the Quarterly Monitor has recently been extended to include information on the state of employment in South Africa, drawing on StatsSA’s Quarterly Labour Force Survey, as well as employment surveys obtained from the cidb BER SME Business Confidence Survey. cidb Gauteng Provincial Construction Contact Centre (CCC) closed 9 December 2011
The Gauteng Provincial CCC will be closed for staff training on 9 December 2011. This is to ensure continuous improvement of customer service to contractors and stakeholders at the CCC offices. The cidb apologises for any inconvenience caused by this closure.
cidb Invites Feedback on the Standard for Delivery and Maintenance of Infrastructure using a Gateway System
The cidb has launched the test edition of the standard, which establishes the work flow (sequence of connected activities) associated with the delivery and maintenance of infrastructure. cidb Launches Industry Guides
As a value add service to contractors, the cidb has published a number of industry guides on their website, available under "publications". These guides were sourced from the Concrete Manufacturers Association, the Cement and Concrete Institute, the Claybrick Association and various others. The cidb wishes to acknowledge and express their sincere thanks to the institutions for their valued contribution and support.
Urgent Message to Contractors
Contractors are cautioned to beware of fraudsters posing as ‘cidb agents’ to scam contractors trying to register, upgrade, renew registration or re-register. The so-called agents do NOT work for or with the cidb. The cidb will NEVER call a contractor to demand payment for registration. Report suspicious calls on 0800 112 432.

7th Postgraduate Conference
The Department of Construction Economics of the University of Pretoria hosted a very successful 7th edition of the cidb Postgraduate conference 9 to 11 October. The conference theme was “Adding value to the Built Environment”. It was very well attended with participants from most of the universities which offer construction management training. The Managing Director of Stefanutti Stocks Civils, Mr Werner Jerling, delivered a very challenging keynote address on “Creating value in the South African Construction Industry”. The Department of Public Works in Conjunction with the cidb to Host a Workshop on the Framework and Implementation Guidelines for the National Contractor Development Programme (NCDP)
A workshop on the revised Framework and Implementation Guidelines for the NCDP will be hosted 26 and 27 October 2011 and is expected to be attended by stakeholders including infrastructure clients from national, provincial and local government. The workshop will focus on challenges regarding implementation of best practices and monitoring and evaluation of contractor development programmes. It will also strive towards streamlining of stakeholder efforts in support of the NCDP and a transformed construction industry. Industry Recognises Performing Women Contractors
The Minister of Public Works, Gwen Mahlangu-Nkabinde, has recognised women contractors for exceptional standard of work delivered on construction projects at the recent cidb 2011 national Women in Construction Excellence Awards in Pretoria. Contractors were recognised in the categories of EPWP, women in Contractor Development Programmes and in the mainstream for women competing in the open market. An Update on the Construction Sector Transparency Initiative (CoST)
The cidb hosted a summit on 19 May 2011 to introduce the CoST Model to the South African Construction Industry, at which the Summit granted approval to the cidb and the CoST Secretariat to establish a Working Committee to focus on a CoST Programme for South Africa. Arising from the Summit and further Workshops, the cidb will coordinate the activities that will lead to the adoption of CoST principles in South Africa and the establishment of a South African Multi Stakeholder Group (SA-MSG) by September 2012. cidb Acting Chief Executive Officer Announced
Peter Mongwenyana, Chief Financial Officer of the cidb, has been appointed Acting Chief Executive Officer of the cidb with effect from 1 September 2011. The announcement was made by the cidb Board Chairman, Bafana Ndendwa, on 5 September 2011. The announcement follows the resignation of former Chief Executive Officer, Ronnie Khoza, in August 2011.
Notification to Industry: cidb Audit Blitz on Public Sector Clients
The cidb has initiated an Audit Blitz across the spectrum of Public Sector infrastructure clients in an effort to improve compliance to the cidb prescripts that apply to the Register of Projects and i-Tender. ASOCSA and the CIB Honours Dr Rodney Milford
Dr Rodney Milford, currently Programme Manager, Construction Industry Performance (CIP) at the Construction Industry Development Board (cidb), has been presented with the first Lifetime Achievement Award by the Association of Schools of Construction of Southern Africa (ASOCSA) as well as an Honorary Lifetime Membership by the International Council for Research and Innovation in Building and Construction (CIB) for his contribution and life's work of service to the construction industry. These awards were bestowed on Dr Milford at the Gala Dinner at the 6th Built Environment Conference of ASOCSA on 1 August 2011. Dr Wim Bakens, Secretary-General of CIB based in Rotterdam in the Netherlands, flew in to Johannesburg, South Africa to deliver a recognition speech and hand over the CIB recognition certificate to Dr Milford.
On behalf of the cidb Board, management and staff as well as the construction industry stakeholders, the cidb wishes to congratulate Dr Milford on these achievements.
cidb and NMMU Signs Agreement to Award Inaugural Centres of Excellence
The cidb signed an agreement with the Nelson Mandela Metropolitan University (NMMU) on 19 July 2011 awarding NMMU a cidb Centre of Excellence (CoE). The CoE will be funded by the cidb for a period of three years at R1million per annum. The cidb funding will be used for postgraduate bursaries, direct research expenses, subvention of an academic position, research training support and payment of postdoctoral researchers, research assistants and interns. Notice to cidb Registered Contractors and Potential Applicants: Submission of Annual Returns to CIPC
Contractors registered with cidb are reminded that failure to submit their annual returns to CIPC (the Companies and Intellectual Property Commission, previously known as CIPRO) may lead to de-registration by CIPC. It is important to note that contractors registered with cidb could have their cidb registration suspended or their cidb registration renewal application not being processed if they do not maintain their registration with the CIPC. Establishment of a Working Committee to Design a CoST Programme for the South African Construction Industry
CoST: The South African Summit was convened 19 May 2011 by the Construction Industry Development Board (cidb) to introduce the Construction Sector Transparency Initiative (CoST) to industry stakeholders. cidb to Audit Clients for Compliance
The cidb has announced that it will conduct random audits of public sector clients for compliance with the Register of Projects with effect from May 2011. Board Notice 75 announcing the audit blitz was published in Government Gazette No 34214 of 21 April 2011. In terms of cidb regulations, public sector clients must advertise tenders on the cidb iTender system and register project award, progress and completion or cancellation on the Register of Projects.

The 4th Board of the cidb has been announced by the Minister of Public Works. The following people have been appointed by the Minister to serve on the Board: Bafana Ndendwa (Chairperson), Lindelwa Teresa Myataza (Deputy Chairperson), Lwandile Kona, Marten Govender, Gilberto Pereira Martins, Dr Patricia Sethe Makhesha, Zanele Ntombela, Nico Maas, Ambalavanan Naidu, Hareesh Lakha Patel, Shereen Tebogo Bogosing and Nyeleti Makhubele. The appointment of the new Board comes into effect immediately. The cidb congratulates the members of the new Board.
Construction Management Systems; Invitation to Participate in Gauteng Pilot
The cidb invites contractors registered in Grades 5 to 7 on the cidb Register of Contractors to apply to participate in a programme to pilot the newly developed cidb standard for Construction Management Systems in Gauteng. Earth Hour, 26 March 2011
The cidb supports Earth Hour tomorrow, Saturday 26 March. We encourage everyone in South Africa to take part by switching off your lights at 20:30 for one hour (or longer!) and take a stand against climate change, as it affects all of us.
This year is especially important for South Africa as we will host the crucial COP 17 Climate Change Conference in Durban in December, where world leaders will meet to assess progress in dealing with climate change and negotiate obligations for reducing greenhouse gas emissions.

Award of Centres of Excellence for R&D and Academic Excellence
The cidb is pleased to announce the award of the inaugural Centres of Excellences for R&D and Academic Excellence to the University of the Witwatersrand (Wits) and Nelson Mandela Metropolitan University (NMMU). The Centres of Excellence are the cidb's endeavour to stimulate high quality research and human resource development in the construction industry, and (subject to satisfactory performance) amount to R1m per year per institution for a period of 3 years.

Call for Proposals; cidb Centres of Excellence
The cidb is calling for proposals from academic- and research institutions to host cidb Centres of Excellence. The Centres of Excellence will be expected to undertake research of public policy importance in construction and to contribute to the development of high level human resources in construction research. Interested parties are invited to submit a proposal as outlined in the attached call for proposals. The closing date for the proposals is 15 December 2010 and cidb will announce the successful partners in February 2011.

Inaugural cidb Doctoral Research Workshop at CPUT
The cidb in partnership with the Department of the Built Environment of Cape Peninsula University of Technology and the University of Cape Town's Department of Construction Economics hosted a one day doctoral research workshop on the 7th October, 2010. The aim of the workshop was to provide an opportunity to students registered for research degrees at Masters and Doctoral level to present their work-in-progress to peers and academics from different universities. It provided a platform for doctoral candidates in the built environment to present their work and get feedback and guidance from their peers and a panel of professors from other universities in order to complement the input of their domestic supervisors, and improve the quality of their academic discourse. There were five presentations from three universities including studies in construction health and safety, modelling construction price adjustment and a predictive model for real estate property investment behaviour. In his presentation on the relevance of academic research to construction management, a visiting professor at CPUT, Professor Andreas Hartman of the University Twente highlighted the use of action research in solving real life problems by using an example from The Netherlands. This workshop forms part of the cidb's ongoing commitment to support research development in the built environment and follow up sessions to build capacity in research supervision, methodological approaches and theoretical frameworks will be included in the cidb Postgraduate Research Conference. Media Release; cidb and NEDBANK Collaborate for Contractor Growth and Development
cidb and Nedbank signed a Memorandum of Understanding (MoU) on 1 October 2010. The MoU sets the stage for formal cooperation between the two parties on small enterprise development support. In terms of the MoU the two parties agree to work together to develop innovative financial products and facilitate business management and financial skills development to cidb registered contractors. Position Paper on the Evaluation of Best Value in Construction Industry Related Tenders
The cidb has developed a position paper that details a legal and technical analysis for the promotion of best value for money in construction procurement, based on the prescriptions of the cidb Regulations and Standard for Uniformity. This paper was developed in response to a pending change in the PPPFA legislation due to a high court ruling that declared certain parts of these regulations to be invalid. The position paper provides the basis for engagement between the National Treasury and the cidb to pursue further options than those originally proposed as amendments to the PPPPFA legislation. 2010 Construction Industry Indicator Survey (CIIs)
The cidb has embarked on the 2010 survey of the cidb Construction Industry Indicators, which is being undertaken in partnership with the Department of Quantity Surveying and Construction Management of the University of the Free State. Representatives of the University are contacting cidb registered contractors, and the

Contractor Management Guidelines Available
Together with PPC and NURCHA, the cidb has published Sections 1 and 2 of the Contractor Management Guidelines (CMG 101). Section 3 will be published shortly. The Guidelines target small and medium size contractors, and cover the principles of: "Establishing a Construction Business"; "Operating a Construction Business"; and "Executing a Construction Project".
Ishmail Cassiem, the cidb Manager responsible for the development and production of the Guidelines, says “the Guidelines target existing practitioners, and are not a business “start-up” tool. However, the Guidelines do target new or emerging entrants, and target contractors who have the potential to grow and who strive to improve their performance.”

cidb Appointments to the International Council for Research and Innovation in Building and Construction (CIB)
The cidb is proud to announce that the CIB, during its Board meeting in May 2010 (Salford), appointed their CEO, Mr Ronnie Khoza, as a member of the CIB Board. At the same meeting the new Board granted lifelong Honorary CIB Membership to Dr Rodney Milford in recognition of his 12 year long service in the CIB Board. For more information on CIB, click here.
Eastern Cape CCC to Host an Occupational Health and Safety Seminar
On 3 June 2010, the EC CCC will host an Occupational Health and Safety seminar for 100 contractors in East London. The seminar will also serve as a certification ceremony for contractors who attended various training interventions through cidb’s EC CCC Special Projects fund. Specialist in the Occupational Health and Safety field will be invited with client departments as guests to participate in the programme.
North West Grades 3 - 7 Contractors Invited to Workshop
The CCC in North West, together with Standard bank, are inviting grade 3 to 7 contractors for a one day workshop on contractor toolkit. The workshop will take place on 28 May 2010 in Mafikeng Garden View Lodge, 31 May 2010 in Klerksdorp Villa Maria Guest House and 1 June 2010 in Rustenburg Wigwam Hotel and Conference Centre. The CCC in Gauteng Offers Training Opportunities
The Gauteng CCC is offering training opportunities to cidb registered contractors at cidb Head Office. The training offered includes a five day course on construction contracts and a one day course on occupational health and safety (OHS).
Limpopo Construction Contact Centre is Officially Launched
The cidb in partnership with the Limpopo Department Public Works, launched the Limpopo Construction Contact Centre (CCC) on 30 March 2010 in Polokwane. The CCC was officially opened by Premier Cassel Mathale and MEC for Public Works, MG Phadagi. The presence of the CCC in the province creates a platform for contractor development and stakeholder partnerships and also allows contractors easy access to cidb services and support in the provinces. Provincial Stakeholder Workshops
The cidb in partnership with provincial departments of Public Works hosted Stakeholder Workshops in seven provinces between February and March 2010. The Stakeholder Workshops attended by over 1000 delegates aimed to give the cidb an opportunity to engage provincial stakeholders in discussions on different programmes that support the delivery on its mandate, promote empowerment of small, medium and micro enterprises to improve their capability and also listen to challenges faced by the province. The Northern Cape Construction Contact Centre will visit various districts between 08h00 and 16h00 to assist contractors with cidb registration, annual renewals and upgrades of cidb registration. The visits are scheduled to take place from 11 to 12 February 2010 in De Aar (Pixley Ka Seme); 22 to 23 February 2010 in Upington (Siyanda); 24 February 2010 in Springbok (Namakwa) and from 25 to 26 February 2010 in Kuruman (John Taole Kgaetsewe). Notice of Change of Physical Address of the Limpopo Construction Contact Centre
The Limpopo Construction Contact Centre has relocated to the new Works Towers Building at 43 Church Street in Polokwane, Limpopo. The new premises offer increased services including contractor registration assistance and advice, distribution of cidb registration forms and renewal of contractor registration in the Limpopo province.
Grade 3 to 9 Contractors Invited for Training on the General Conditions of Contract
Grade 3 to 9 contractors based in the Eastern Cape are invited to register for a three day training session on the General Conditions of Contract, which will take place in February 2010. The starting dates of the training are: 08 February 2010 in Cacadu, Port Elizabeth; 09 February 2010 in Amathole, Butterworth; 15 February in Chris Hani Municipality, Queenstown; and on 16 February 2010 in Alfred Nzo region in Kokstad. Construction Health and Safety in South Africa; Status and Recommendations 
cidb has undertaken this report on the status of construction health and safety in South Africa so as to provide a context for the efforts and actions of industry stakeholders and role-players in improving construction health and safety. The report was launched in Gauteng on 11 June 2009.
Guidelines for Contractor Registration 
New and simplified guidelines are available to assist contractors to register on the cidb Register of Contractors. The detailed guidelines incorporate changes to the Register according to regulation amendments of November 2008. They also provide an updated registration checklist for contractors.
Standard Bank Builds New Relations With Nation's Construction Sector
cidb and Standard Bank sign a Memorandum of Understanding(MoU) in June 2009. The MoU sets a stage for formal cooperation between the two parties on small enterprise development support. In terms of the MOU Standard Bank will bring financial assistance to the doorstep of emerging contractors through the Construction Contact Centres.

cidb continues to show commitment towards construction-related fields by sponsoring the 4th Built Environment Conference which convened in Zambia from 17th to 19th May 2009. The Conference brought together researchers, academics and business from different parts of the world to discuss the built environment: construction-related research, development and education.
Small Enterprise Development in Construction Conference and Exhibition (SEDIC)
The conference hosted on 27 and 28 May 2009 set a platform for all small enterprise development initiatives in the construction industry to be highlighted, analysed, and compared. Furthermore the conference outcomes will inform issues relevant to the industry from a local as well as global perspective. Most importantly the conference also interrogated issues of corporation and collaboration between the private and public sector.
CETA and the cidb map out agreement to support enterprise development
The cidb and CETA have agreed on a collaboration to identify opportunities, strategies and plans to support the development of small and medium enterprises. The parties signed a memorandum of understanding setting the framework for collaboration in April 2009.
Two additional Construction Contact Centres launched
The cidb in partnership with provincial and national departments of Public Works has launched two more Construction Contact Centres (CCCs) in the Mpumalanga and Northern Cape provinces. The CCCs are a platform for contractor development and stakeholder partnerships and also allow contractors easy access to services in the provinces.
Take a Girl Child to Work Day
The cidb hosted 20 girl Children from schools in Pretoria townships at the 2009 Take a Girl Child to Work Day campaign on 28 May. This opportunity was also exploited to introduce the pupils to the different careers within the construction industry and also challenge perceptions of the industry being reserved for males only.
cidb Launches SME Business Conditions Survey Report
The Small Medium Enterprise(SME) Business Conditions Survey was launched on 11 March 2009 at a breakfast event hosted in Gauteng. The Survey will be published on a quarterly basis and measures contracting business conditions amongst cidb registered contractors in Grades 3 to 7. The survey also reports on business confidence, construction activity, tendering competition, employment and labour constraints amongst cidb registered contractors at a provincial level.
The SME Business Conditions Survey which will be published on a quarterly basis is undertaken by the Bureau for Economic Research (BER) for the cidb.
Media statement: cidb suspends contractors for fraud 
In a tough stance against fraud and corruption the Construction Industry Development Board (cidb) has suspended a number of unscrupulous contractors from its register since the start of its anti-corruption campaign last year. The suspensions effectively bar corrupt contractors from receiving government tenders for construction. Government departments, municipalities and public entities may not award tenders to contractors that are not registered with the cidb, according to the cidb Act 38 of 2000 and the Construction Industry Regulations of 2004.
