The condition of municipal infrastructure in South Africa is a crucial element in our ability to ensure service provision to all communities. The CSIR and the cidb produced a report Towards a framework for the maintenance of municipal infrastructure: In support of government growth objectives in 2006, that included a major section on the State of Municipal Infrastructure which is believed to be of more general interest. This report has therefore been extracted for publication. CSIR research into the state and performance of municipal infrastructure, the state of its maintenance, and the underlying causes of this state of maintenance has been under way since 2001. The aim was to identify measures that could be taken to improve the maintenance of municipal infrastructure, and then to initiate or facilitate a process whereby the necessary actions could be taken by appropriate role-players.

The National Infrastructure Maintenance Strategy (NIMS) is a co-ordinated programme of actions that is an essential part of government's vision of delivering infrastructure services to all. It was approved by Cabinet on 23 August 2006, and provides the proposed institutional arrangements for facilitating and managing the NIMS programme, key work components and task teams to address the actions set down withing NIMS and a summary timetable for mobilizing the programme.

The cidb recently undertook an investigation into skills for infrastructure delivery in order to contribute to the industry-wide debate as to whether there is likely to be a skills deficit in the construction and engineering fields as a result of the proposed increases in infrastructure investment over the next decade.

The cidb commissioned a study to assess the demand for skills that is expected to arise from the infrastructure spending programme announced by Government and the State Owned Enterprises (SOEs) and other major private sector clients over the next twenty years. This study provided an input into the cidb’s report on Skills for Infrastructure Delivery in South Africa: The Challenge of Restoring the Skills Pipeline.

Update to Strategic Assessment of Black Economic Empowerment (BEE) Opportunities in the Building and Construction Industry System (Executive Summary)

Research was conducted on behalf of the cidb into the opportunities for BEE in the larger Building and Construction Industry System in SA. The research combined desk and field research, and covered manufacturing in the major building product groups, distribution, and contracting.

Towards Sustainable Contractor Development 2005: National Contractor Workshop

This national workshop held in march 2005, which was the first national workshop on contractor development to be held since 2000, was structured to bring together clients, development agencies and industry role-players to share experiences in contractor development, review successes and lessons learned, discuss the need for a new emphasis on sustainable enterprise growth and explore the potential within he new policy and regulatory environment to achieve greater impact in the targeting of development interventions aimed at SME’s.

The South African Construction Industry Status Report 2004 was launched in Pretoria by the Minister of Public Works MP Stella Siqcaqu on 6 April 2004. The Report is the outcome of a comprehensive review of challenges facing the construction industry. It highlights areas of progress and provides insights on significant challenges to industry growth and the accelerated delivery of infrastructure.
