The cidb was established to provide leadership to stakeholders and to stimulate sustainable growth, reform and improvement of the construction sector for effective delivery and the industry’s enhanced role in the country’s economy.

Cidb publishes list of blacklisted contractors
Clients can now access on this website, the list of contractors who are suspended from the Register of Contractors for various offenses related to fraud. Acting on tip-offs via the anonymous hotline 0800 112 432 the cidb has intensified investigations into allegations of fraud and corruption. Investigations are followed by hearings and offenders are handed down a fine, suspension or both. Two of the cidb employees have already received dismissal and imprisonment following successful investigations into bribery and corruption allegations. The cidb has initiated an awareness campaign for contractors on fraud and corruption. Improvements to the Construction Registers Service
The Minister of Public Works has under section 33 of the Construction Industry Development Board Act (Act 38 of 2000) published amendments to the Construction Industry Development Regulations, 2004 by Government Notice No. R 1224 in Gazette No. 31603 of 14 November 2008. The regulations become effective on 1 January 2009 and are set to enable improvements to the Construction Registers Service and create better alignment with construction industry and economic developments.

Key aspects of the amendment regulations include tender value range increases, improved registration classes of works, aligning and improving financial requirements, and discontinuation of printed cidb registration certificates, etc. Industry stakeholders are advised to accustom themselves with the new regulations to prepare for a smooth and hassle free transition in January 2009.

Calling for Nominations for members to serve on the cidb Stakeholder Forum
The Construction Industry Stakeholder Forum is constituted in terms of the cidb Act (Act 38 of 2000) to inform the Board on issues that affect the industry. The Forum provides an opportunity to promote understanding and support for construction industry development and improved delivery of infrastructure to the South African public. The current stakeholder forum member’s term will shortly reach its end. All industry stakeholders are hereby invited to participate in formation of cidb Stakeholder Forum 2009/2010 by nominating suitable industry stakeholders to represent and lead the industry towards a successful second five year term.

cidb National Stakeholder Forum 2008
The Construction Industry Stakeholder Forum is constituted in terms of the cidb Act (Act 38 of 2000) to inform the Board on issues that affect the industry. The Forum provides an opportunity to promote understanding and support for construction industry development and improved delivery of infrastructure to the South African public. Stakeholder Forum 2008 which convened on 12 September 2008 continued to promote dialogue on industry progress with a special focus on improved quality and service, highlighting necessary partnerships for value-added industry improvement and development. The Stakeholder Forum 2008’s agenda also addressed strategic initiatives of the cidb.

Competitive Selection of Professional Service Providers: cidb response to issues raised during consultation
The Board of the cidb called for regional consultation with the industry on the executive’s proposals for competitive selection of professional service providers. The cidb invited all interested and affected parties to read and comment on the proposals. A series of cidb workshops were conducted in ten major centres where cidb presented the framework and engaged in discussion. Written comment was also invited. The value of the proposed Register of Professional Service Providers was accepted, particularly as a means of alleviating administrative burden. The cidb will consider the input further and refine the proposals to adequately respond to suggestions and concerns. The cidb welcomes further consultation and input from its stakeholders and will also arrange for further formal opportunities for this to take place.
