JOB TITLE: CHIEF OPERATIONS OFFICER

DEPARTMENT: CEO

REPORTING TO: CHIEF EXECUTIVE OFFICER

Purpose: To develop and interpret operations strategy in order to align to cidb strategic objectives.

Key Responsibilities: As part of the executive leadership team, the new leader will work closely with the Chief Executive Officer to accomplish the goals, objectives and strategic plan of the cidb. This role will maintain control of diverse business operations, the incumbent will be an experienced and efficient leader. The operations leader must have the ability to take cidb forward with the following areas of focus in Research & Development: Oversee and manage the research trends and development of construction industry. Construction Industry Regulation: Oversee the development, implementation and maintenance of the regulatory framework for the construction industry. Provide strategic leadership in the facilitation and coordination of assessments of contractors and projects. Oversee the strategic coordination, implementation and monitoring of compliance and inspection services in the construction industry. Construction Industry Performance: Provide leadership in the development and implementation of construction industry transformation policies, frameworks and programmes. Provide leadership in the development and implementation of best practices, standards and measurement for the construction industry. Oversee the facilitation, coordination and monitoring of the development of business conditions in support of infrastructure spend. Construction Industry Procurement & Development: Develop and oversee the implementation of procurement and contractor development standards in line with the cidb business plan. Oversee the development and the implementation of capacity development programmes for procurement and delivery of infrastructure. Regional Operations: Oversee the execution of the cidb mandate in the construction sector. Manage Own Area of Responsibility: Oversee the implementation of the core operations Annual Operational Plans. Risk, Finance and Supply Chain Management within own unit. Participate in the financial management of the cidb, budget planning, capital and human resources, administrative, legal and compliance.

Educational requirements: Honours degree (NQF Level 8) in construction, built environment, business administration/ leadership or related qualification. Master's degree will be an added advantage.

Experience 8-10 years working experience in the Construction and/or Built Environment or related industry; with at least 5-8 years' experience at Executive Management Level; or an equivalent combination of appropriate education and experience.

 

JOB TITLE: CHIEF CORPORATE LEGAL SERVICES

Purpose: To oversee all of the organisation's legal functions and advisory services by ensuring that the organization has adhered to all legislative requirements.

Key Responsibilities: Oversee legal services; Drafting and vetting of legal agreements; Legal risk management; Oversee organisational litigation; strategic planning; risk and financial management; People management.

Educational requirements: LLB degree (NQF Level 8).

Experience: 7-10 years' experience in corporate legal; 5 - 8 years' experience in a management position.


JOB TITLE: MANAGER INTERNAL AUDIT & RISK SERVICES

DEPARTMENT: INTERNAL AUDIT AND RISK MANAGEMENT SERVICES

REPORT TO:  DIRECTOR INTERNAL AUDIT AND RISK

Purpose: To manage and facilitate the provision of organizational risk and integrity management services and internal audit services.

Key Responsibilities:  Design and update system, process and procedures including the risk management plan; Oversee Risk Management; Monitoring the implementation of mitigation controls; Manage the internal audit function to complete internal audit plan and adhoc projects in line with IIA standard; Finalizing and approve audit reports and providing quality control assurance; People Management; Strategic planning inputs.

Educational requirements: Honours degree (NQF Level 8) in Commerce and / or Accounting and Auditing. Registration as CA is a requirement.

Experience: 5-10 years' experience in Auditing and risk management.

 

JOB TITLE: SPECIALIST PROCUREMENT AND DEVELOPMENT

DEPARTMENT: PROCUREMENT DEVELOPMENT AND DELIVERY SERVICES

Purpose: To instigate standardisation and uniformity in procurement documentation, practices

and procedures.

Key Responsibilities: Develop Developmental Procurement Strategies; Policies and Guidelines; Development of Clients developmental Procurement Standards and Tools; Institutionalization of IDMS within public sector infrastructure procurement processes; General Administration.

Educational requirements: Bachelor's degree (NQF Level 7) in Built environment discipline (Quantity Surveying/ Construction Management/ Structural Engineering).

Experience: 5 – 7 years' experience in Public sector procurement and delivery of infrastructure programmes.

 

JOB TITLE: MANAGER INFORMATION SYSTEMS

DEPARTMENT: CHIEF INFORMATION OFFICER

Purpose: To oversee the development and maintenance of information systems in support of overall mission and business strategy of the cidb.

Key Responsibilities:  Information technology planning; System needs management; system improvement and evaluation; Information systems management; Operational planning; risk management and financial management; People Management.

Educational requirements: Bachelor's Degree (NQF Level 7) in Information systems.

Experience: Minimum 8 years related experience. 5 years in software development life cycle management focusing on Microsoft Dynamics CRM and at least 1 year working experience building solutions on D365 CE/ SharePoint/ SQL in Azure cloud.


JOB TITLE: SPECIALIST CONTRACTOR DEVELOPMENT PROGRAMS

Key Responsibilities:  Oversee the enforcement of compliance with the industry; Oversee investigations; Oversee sanctions and remedial actions; Operational planning; Risk and financial management; People management.

Educational requirements: Honours Degree (NQF Level 8) in Law or Forensics investigations.

Experience: 5 - 10 years' in enforcement of legislation compliance, investigations and enforcement of sanctions. Minimum of 3 years at managerial level.

 

JOB TITLE: ASSESSOR

DEPARTMENT: REGIONS

LOCATION: NORTH-WEST

REPORTING TO:  SUPERVISOR REGULATIONS

Purpose:  To assess and process registrations applications in accordance with stipulated requirements.

Key Responsibilities:  Assessing of applications; validate submitted documents; adherence to assessment compliance.

Educational requirements: National Diploma (NQF Level 6) Business administration/ management/ accounting.

Experience: 3 to 4 years related experience in office administration with basic accounting knowledge or equivalent combination of education and experience.
